Fine/Good Fine.  Rare.

Much better than the illustrated Norweb specimen.  In seventeenth century English, "over against" meant "opposite".  At the time of issue in 1668 the Custom House was probably still a ruin after the Great Fire of 1666, since it was only in September 1671 that John Evelyn mentioned in his diary that it had been "newly rebuilt".
